Because: A pairs with T, and G pairs with C. One strand is 5'\(\rightarrow\)3', while the other is 3'\(\rightarrow\)5'

yes. because of the basepairing between G& C,A& T. This complementarity occurs. for eg 5'-ATGC-3' will be complementary to 5'-GCAT-3'. ATGC is in one strand and GCAT in the other.
