can some one help me figure the graphing points for this inequality y< 1/3 x+1

well for the inequality you will have a dotted line. so graph y = 1/3 x + 1 so to make life easy use a table of values like x: 0 : 3 : 6 y: : : then pick a point say (1, 1) substitute it into the inequality to see if its in the region then shade the appropriate side of the line
