if you have a smartphone and vlc on it, you can do a streaming , thats a feature in vlc media player. you just need to enable the multicasting ip and ports on the two hosts, on one host you have to obviously transmit and on the other, you have to listen.

Basically any sort of stream needs a streaming server and client.  VLC is a reasonable choice as the PC server... but how well it will work depends on the client and if they are compatible.

well I have a hardware HC05 bluetooth module on the other side which can act as a client and accept data through a serial port. What I need to know how to send the streaming audio data from my computer to the serial port connection.

You may want to add a more in layer 4 or 5 on down.  Like something along the lines of a terminal connection that creates an IP interface between the devices.  Then any compatible server and client would work.
