In 1978, a New York State Assembly-woman wrote a letter to her constituents about electric rates. That's an average rise of over 27 percent a year!" Is this correct? If not, what annual percent increase over 17 years leads to a total increase of 478 percent?

if you increase a number by 27% a year for 17 years the increase will be \[(1.27)^{17}-1=57.16=5716\%\]
if you want to solve set \[(1+x)^{17}=4.78\] and solve for \(x\)
