10 is not. The easiest way for smaller numbers like this is to square integers until you get to something equal to or greater than 10. In this case, 2 squared would be 4, 3 squared would be 9, and 4 squared would be 16. Since 10 is between 9 and 16 you know there is no integer value that is its square root, therefore you know that it isn't a perfect square.
