Consequences of the Cold War (the billions of dollars spent on nuclear weapons) Decline of Communism in the Post-Cold War World - Under the leadership of Soviet President Mikhail Gorbachev, pushed along by a military buildup by U.S. President Ronald Reagan, the USSR softened its strict communist philosophies and military aggression by the mid-1980s. (These events eventually gave rise to anti-Soviet and prodemocracy movements in Eastern Europe. Success of those movements were symbolised by the tearing down of the Berlin Wall in 1989.) The failing economy, loss of international prestige, as well as nationalist revolts within the Soviet Union, Gorbachev announced the breakup of the USSR in 1991.
