According to the headline the are starting at 300 million so well f(0) is 300 million then it says the population grows at 1 person per 11 seconds but t is years so we will need to find out how many 11 second intervals there are in a year (since years is our time unit)...that will show how many people are added per t then the function becomes 300 million + the number of people (p) per year times the number of years (t) .....yes? or f(t)= 300,000,000 + p(t) then you will need to find the derivative of the function to find f'(t)....easypeasy
