Can you eliminate some of those as not being rules?  I see two that are obviously wrong because they are not used to do things to messages.  Then it comes down to understanding the remaining two because both deal with doing something to a message.

The answer is B. Filters. Filters filter messages and can be set to automatically perform actions on incoming or outgoing mail
