if you need to answer in integer format round it off to 4 and if the precision is 2 then it is 4.33

Divide 13 by 3 using long division instead of a calculator :P If you do this you will get 4 remainder 1. So the mixed fraction is 4 and 1/3. To get a better grasp: 12/3 is 4 remainder 0, or just 4. 13/3 is 4 remainder 1, or 4 and 1/3. 14/3 is 4 remainder 2, or 4 and 2/3 15/3 is 5 remainder 0, or just 5. 16/3 is 5 remainder 1, or 5 and 1/3 17/3 is 5 remainder 2, or 5 and 2/3 18/3 is 6 remainder 0, or just 6 Etc. etc.
