My English class has began to read the Odyssey and I have to come up with a goddess that controls or associates with a natural phenomenon... I'm stumped! Any suggestions?!! I must come up with a name, domain (what she is the goddess of), Flaws/ crimes/ behaviors that cause trouble for the goddess...Physical description, Allies/Partners/Friends, Hangouts (where would this goddess be found), family relationships, and a symbol of this goddess! Please help!

choose a natural phenomenon and then name your goddess whatever you want.  Name the domain whatever you want.  What are her downfalls/crimes.  What makes things hard for her. what does she look like?  Who helps her out and such, where would you find her most often?  
This sounds like something you can be really creative with.  Use your imagination.  I don't know how else to help you with this project.  I hope this at least helped a little bit

I think I want to make her name Tierolis. She could be the goddess of arctic animals and take care of them. I'm thinking her weaknesses could be global warming and heat...I will definitely expand, but what do you think?

Ice could be her domain,,,,think about the last ice age to draw her powers, the saber tooth tiger, woolly mammoths not just t polar bears and penguins, is water an ally or an enemy? Does she live within the glaciers or an igloo palace, I think you have an excellent start, play with it and since it is your goddess do whatever you want. I think Vulcan the god of fire would not be your friend but maybe he could be somehow, how about deep space where the temperature is absolute zero, does she like that?  Have fun dont' worry she's your creation you cannot be wrong.
