What did President Andrew Johnson wanted to do after President Abraham Lincoln died?

After Lincoln's death, President Johnson proceeded to reconstruct the former Confederate States while Congress was not in session in 1865. He pardoned all who would take an oath of allegiance, but required leaders and men of wealth to obtain special Presidential pardons.

because, he didn't want people without an education to be running things... It would be the same as having some random person on the street teacher your English class... They more than likely wouldn't have the certifications
