OK let (4, 1.70)  and (11,4.15) be points on the linear equation find the slope to be .35 then sub into the point slope formula using one of the points
 y-1.7=.35(x-4) then solve for y the linear equation is y=.35x+.3

sub in 30 for x and the 30 minute call will cost  10.80
