Ok, I get that part. But what about range?

For range, look at the y-axis, it starts from 4 to negative infinity. so, The range is $$\left\{ y \in \mathbb{R} : y \leq 4 \right\}$$
This means: y is real, and y is less than or equal to 4. It's not y "<" 4 because the graph is touching y-axis at 4
