kinda ambiguous really since the question is too general one can say, a compass and straightedge don't need batteries =)
then again, one can also say that, a compass and straightedge ARE themselves, technology too
depending on the context, there may be, there may not be
compass and straghtedge dont have batteries and they will never run out of juice
So i´d say limitation is the need of a source of energy (for instance using a GPS)

not if you think this has something to do with GSP or a compass that shows North. It sounds more like what are the limitations if you use a computer to make constructions rather than doing them by hand with a compass and straight-edge? does the student lose something when a computer does it ?
@phi in any case that would not be a limitation of the technology itself. I do not think that many constructions can be made with just a compass and a straight-edge. Asking what are the limitations of using a computer in construction vs a compass and a straight.edge has a very clear answer: "No limitations at all"
