to·tal war noun 1. a war that is unrestricted in terms of the weapons used, the territory or combatants involved, or the objectives pursued, esp. one in which the laws of war are disregarded.

Basically when one side of the war destroys everything in their path that belongs to the enemy, such as towns, cities, etc. This is to bring victory to themselves more quickly. Make sense?
