I don't know exactly what you are asking so I drew a graphic and placed angular measurements at the "hand" locations.

Every hour, the hour hand "sweeps out" 30 degrees.
So, after 4.75 hours (or 4:45) the hour hand should be at 142.5° with 12:00 marking the zero degree position.
The angle between the hour and minute hands is 127.5°
