the question is : these are the steps that you should follow when taking a reading test. which one is the first step ?

a) decide if the question is detailed or asks for something general
b) decide if the test is narrative or expository
c) read quickly if the text is expository, read carefully if it is narrative
d) refer to the passage in the reading if the question is detailed, infer the answer if the passage is general

I think it is "a" because if the question is detailed then it would be in a specific place in the reading. If it is general then it would be all over the place, and you need to understand the question first to find the answer. At least, that is what I would do.
