Actually that is wrong. I'm sorry. This is the story: Denver Broncos' owner Pat Bowlen as well as the Denver Broncos organization has recently been trying to make a case for building a new stadium for the Broncos to play in. The city of Denver has taken the stand that the stadium would not be good for the citizens of Denver and would prefer not to have the stadium built in Denver. The original proposal would call for a voter approved sales tax increase to fund at least a portion of the stadium construction. As other city councils in the Denver metro area meet, they come the conclusion that if the city of Denver rejects the stadium tax, similar elections may be held in their cities in an effort to put the stadium somewhere else. Denver mayor Wellington Webb decides that if a stadium is to be built, the cities of the Denver metro area should have a vote as to where that stadium will be. Once the city the stadium will be in is decided, then the voters in that city can approve the tax to fund the stadium through and election. In order to make the voting fair for each city, Mayor Webb decides that each mayor will have a vote (or number of votes) to cast for the location of the stadium. It is your job to design a fair voting system. YOU must allocate 25 votes amongst the 6 cities given to create a weighted voting system. Votes within cities cannot be split.
