Same time - if you are ignoring air resistance, gravity is the only force, and it acts identically on both balloons. The horizontal velocity of one balloon does not affect the *vertical* effects of gravity.

while gravity affects both, the red balloon has to travel a longer distance until it hits the ground so it'd say the yellow balloon hits the ground first
