I know its a complexed question because maganese is a transition metal . Can someone explain that to me ?

well it depends, if manganese is in an alkaline environment it has 11 valence electrons. In acidic environment it has 7 valence electrons.

alkaline = medal state. and acidic = acidic state. acidic has higher pH
