Is there any potential right in the center of a circular wire charged??

potential is the work done to reach that point. in order to reach at center from infinity we have to over come electric field which is present at outside the wire. but there is no electric field inside a wire. so we can move from any point to point inside the wire with out doing opposing the electric field.....but to move from out side to inside we have to do work(v).
