Static limiting friction is greater than dynamic friction as when a body strarts moving it has to overcome the force of adhesion as well as break the cold welds formed in the surfaces in contact.For dynamic friction there is no cold welds formed:)

static friction.because it needs starter means  u have to break the contact force at the time of rest.

@08surya- I think static friction has a range starting from almost 0 to limiting frictional force.So the proper answer should be static limiting friction.I think the applied force Vs Frictional force graph would be helpful in this respect|dw:1379397739879:dw|
