Even though the Thirteenth Amendment outlawed slavery, the Black codes still limited many rights of freedmen. The Black codes maintained cheap labor and supported the social hierarchy. The codes prevented African Americans from voting and carrying weapons. They were not allowed to serve on the jury or testify in court against white citizens. They weren’t allowed to travel without permits or marry white citizens either. The Black codes weren’t totally gone until about 1868. This is when the 14th amendment was ratified. There weren’t many other extreme problems until the end of the 19th century when the Jim Crow laws came about. The Jim Crow laws were laws that separated African Americans and white citizens in hospitals, parks, schools, and even on the railroads. Southern schools granted new textbooks and clean bathrooms to white students, but African Americans were given old, torn school books.
The economic conditions at the end of the 1800s were a mess and it didn’t seem like it was going to improvement for African Americans. During the time of the Civil War, many countries that were starved of cotton from the South had begun to plant their own cotton farms. By the time the production of cotton resumed in the South, the market prices had been reduced by (at most) half. Banks that loaned money to the government couldn’t collect their money. It became increasingly hard to obtain credit as time went on. There was an economic panic in 1873 that led to the closing of most banks. The stock market crashed and railroad companies were shut down. For African Americans, to remain in the South meant poverty, discrimination, and violence. It seemed like the only option for them was to leave the south.
