History Question! Anyone can you please help?

That on the first day of January, in the year of our Lord one thousand eight hundred and sixty-three, all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free; and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom ... Who will enforce this document? enslaved people in the United States state government officials in the United States people in designated parts of the United States soldiers and sailors of the United States

Ok so I don't need an answer I just need some help. I'm bad at understanding these type of documents. I know for sure it isn't A, but that's really all I got. Please help!

I remember taking this assessment. For me it was really hard to decipher the passage. When I submitted my answers, I put B, but I got it wrong. The CORRECT answer is D. "and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons" This basically says that the soldiers and sailors will make sure that these documents are stuck in place and will be acted on.

I am Full Time, so I take Algebra II Honors, English II Honors, Spanish II, US History Honors, Chemistry Honors, and HOPE. How about you?
