Railroads in the South were few before the Civil War. By the time it was over, most were destroyed. What does this map demonstrate?

If the map shows what I think it does, it would show the lack of railroads after the Civil War in the South (due to the massive destruction done to them by the Union.) BUT it could also show an abundance of railroads which would demonstrate that after the Civil War, rebuilding railroads was a priority (in order to industrialize the South.) Hope this helps! :)
