What topic can I research for a 3 page history paper

Lots of things. But for what class? I would pick something related to the main content of the class. So if it is US History, doing Hitler might not be great, but doing "Socioeconomic Pressures that Lead to the Civil War" would be very applicable.
Do something oddly specific, so that you can get into more detail and use few sources. A broad topic like "Hitler" or "Illuminati" would be better as a series of books or a thesis, not a 3-page paper.
