So to find out tax.. We use what we are going to buy and multiply it by the tax (or in this case x since we dont know it). And what are we buying? The pack of paper. So its 3.75x. So next he has a budget of 20 dollars. Which means he cannot go over 20! So this shows us that its the 2nd one
