Im guessing they mean both r and k are divided by 3 or something? Its worded awkwardly.

If r < k, then r will always be less than k unless you make some change to only r or only k. So from what it sounds like, r and k are both divided by 3. That means if r < k, then r/3 < k/3. But since the question is vague and what I put obviously isnt a choice, not sure what to make of it.
