How will you justify that ice, water and steam are the three states of a substance and not different substances?

Firstly take the ice cube and melt it to convert into liquid form.then change steam into water by cooling it,this shows you that ice, water and steamare not different subtances but different state of same subtance

OpenStudy (chmvijay):

Ice, water and steam molecules are of the same chemical formula H2O => same substance They just appear in different ''forms'' (states) -> solid , liquid and gas respectively
