As the volume of a cone is 1/3 that of the volume of a cylinder, the smallest cylinder that the cone can fit inside of is one that is exactly 3x its volume. This would give the answer 36 in^3. I got the 1/3 from the equations of the volume, 1/3pi*r^2*h vs pi*r^2*h
