Translating this, it is asking "What is the weather like in the winter?".  Now, I know that @dtdesignerrow said it means "What do you do with your time in the winter?", but that is NOT TRUE.  WHAT YOU ARE ASKING MEANS "What is the weather like in the winter?"

So...what IS the weather like in the winter?  Cold, hot?  Good, bad?  Now, even though some places, like Florida skip winter, the general answer.  But there are various answers to this question - actually, not various answer, various ways to say this.

You can say these:
"Hace mal tiempo porque es muy, muy frio."
or
"Hace un tiempo frio."

Basically it is saying:
"The weather is bad because it is very, very cold."
or
"The weather is cold."
