Now, even though some places, like Florida skip winter, the general answer. But there are various answers to this question - actually, not various answer, various ways to say this. You can say these: "Hace mal tiempo porque es muy, muy frio." or "Hace un tiempo frio." Basically it is saying: "The weather is bad because it is very, very cold." or "The weather is cold."
Hace mucho frio en el invierno. (it is very cold in the winter)
