When constructing a perpendicular bisector, why must the compass opening be greater than ½ the length of the segment?

If you've tried to do this before, if you make the compass opening less than 1/2, the circles produced would NEVER intersect, if you make it exactly 1/2, they will only intersect at a point. If you want them to intersect at 2 points, above and below the line of construction, then make it greater than 1/2.
