first one is A. ratify the Fourteenth Amendment.

All former Confederate states also had to ratify the Fourteenth Amendment to be eligible for readmission. On July 24, 1866, Tennessee was the first Confederate state to be readmitted to representation, prior to the Reconstruction Act. Georgia was the last state to be readmitted, on July 15, 1870.
