this is confusing because I'm thinking of Metric... But it's not that, and then I'm thinking of things like actions... since this isn't math, then I'd have to say my best guess especially since it was in the 1700's would be.. 1. English Bill of Rights 2. Mercantilism 3. Navigation Acts 4. Austerity and 5. Wales Childs Measurements.

If it helps, back in the old days. Children and Men, Women too were beat if they messed up on things. I can't remember exactly what it was called though but it was definitely a measurement because a measurement means and act or action.
