Just wanna make sure I did this right. We're supposed to simply with expression in scientific notation. the problem was (6.8X10^3) (9.5X10^6) for the answer, I put 6.46X 10^9. is that correct?

This is in error, with scientific notation you can't have more digits then the least in original.

But it cant be more than 10 though right?

Generally between 1 and 9.9999... depending # of digits

So then how would I write it because we had to multiply 6.8 and 9.5 which equals 64.6

If it's 4 digit then must show zeros as 2.600, this show significant figure of 4 round to 6.5

we gave to write it in scientific notation though. The teacher told us to add the exponents together which would be 10^8
