I feel so out of touch, this is a my son's math problem. He's in second grade and I have no idea. This is the entire question: Tom found the sum of 9 and 4 by making ten. Explain what Tom did.

sounds like they broke up the 4 into 3+1 then took that "1" and moved it over the pile of 9 things to get 9+1 = 10

then once you have 10, you add on 3 to get 10+3 = 13
