I believe it's (B) B~By providing land grants for building tracks.
B, I'm not a history major but I know the government, us, usually pays the tab for new developments that are later privatized. An example is the race to the moon in the 60's developed microelectronics which where later privatized to what we use today. Our present work with robotics and artificial intelligence for space flight is another example, in fact space flight itself is now privatized.
