Special purpose districts are agencies that accept tasks from the national government neighborhood groups without government local governments designed to meet a specific need regions created only for running state elections

Well a special purpose district is kind of an "independent government" in the sense that they don't have to answer to local governments (in example: County, Municipal, Townships). I'd have to go with B on this one, though I don't like the phrase "neighborhood groups"..
