I'd probably go with (A) the governmental center of the Roman Empire moved to the East. Constantinople was literally at the front lines of where all of the action was concerning commerce and trade as a gateway to Asia and it grew prosperous while Rome, as important as that city was in the past, quickly became a backwater. Constantine, and his successors, made their new city the seat of government and from which the Eastern Empire would flourish as the Byzantine Empire while the West slowly collapsed on itself.
