I believe the answer is C. Union organizers believed that it was necessary for industrial workers to gain wage increase through minimum wage laws being put in place. They felt that strikes were not always the way to go in this.
I'm not 100% sure.. but after much reading on the subject, I'm almost positive that's the answer.
