\[\frac{a^b}{a^c}=a^{b-c}\] so you have \[\frac{6x^2}{7x^4}=\frac{6}{7}\frac{x^2}{x^4}=\frac{6}{7}x^{2-4}=\frac{6}{7}x^{-2}=\frac{6}{7x^2}\]

ok well now we just use the property i showed when we \[\frac{x^a}{x^b}=x^{a-b}\]so \[\frac{x^2}{x^4}\space becomes\space x^{2-4}=x^{-2}=\frac{1}{x^2}\]
