the difference is that the position where the line starts is included once (filled point) and excluded the other time (empty point)

there is no sign of equal so we dont have to include 4
so at 4 there is whole

quick lesson :
if it contains an equal sign, it will have a closed circle
if there is no equal sign, it will have an open circle
(<) less then means shading to the left
(>) greater then means shading to the right
