How does the cartoonist partray the effect of the Panama Canal's construction on Bogota?

I don't see a cartoon, but Bogota is a city in Colombia and the US helped Panama win their independence from Colombia so that they could buy the land to build the Canal. I'm guessing the Colombians weren't too happy about being stabbed in the back
