\[\lim_{x \rightarrow \inf} \log_{b} x = \inf\] is equivalent to \[base^{\inf} = \rightarrow \inf\] is there a restriction to base >= 1 for this to hold true?

yes if base = 1, then 1^n = 1 if 0<base<1 , then base^inf -> 0
