I am not explaining my question correctly.  You do not write the 00 part because it is NOT SIGNIFICANT.  It is only the values that are SIGNIFICANT that are required.

Thus, 0.04128 has four (4) significant digits.
Thus, 0.041280 has five (5) significant digits.
