You have 3 variables so before you write the matrix, you have some work to do.

3x-2z=-5 --> 3x + 0y - 2z = -5

 2y+z=12  --> 0x +2y  +1z  = 12

 2x-y=-4   -->  2x -1y  + 0z = -4

Make sure I filled in those zeros for the absent variables correctly.

Then, rewrite the matrix with the zeros as placeholders (of sorts) for the absent variables.
