Why did earlier historians consider the Medieval Period the "Dark Ages"?

When the Western Roman Empire fell, a lot of institutions under it had also collapsed when the empire fragmented. Huge building projects, education, libraries, etc.. which were supported by a single government under Rome came apart when the new rulers didn't see as much worth in them compared to the spoils they had gained.
