Traditional warfare kills more people, more people die including civilians as well. Terrorists belong to the miltitarily weaker countries who do not have the ability to get close to a key political figure while the stronger country do not have more trouble (the stronger can force the weaker countries to accept foreign people in their country, while some of these people may be spies or someone seeking to cause trouble). All terrorists have political motivations in that they are fighting to achieve an ancient homeland that once was although they do cite religious reasons. Modern terrorists do not have access to weapons of mass destruction cause if they did, they would not be label as terrorist by the West.
