what words would i search for if i am trying to find some sort of israel related or jewish related person in a file of billions of records. (the name may not have israel or jewish in the title)

You would need a list of names that are most likely Israeli and Jewish in origin. Then you check every name in the master file against this list. That would give you a group of candidates, and depending on how good your list and alternate spelling accommodations are, it might have all possible people from the pool. After that, it would depend on what other data you had in the file. The more data you have the more you can trim things down by country of origin, etc. and eliminate things that just sound similar but are from a different linage. No matter what, the error factor will be high due to the fact that names change as they get translated into different languages.

A very small few. http://en.wikipedia.org/wiki/List_of_Israelis That is just famous and not very exhaustive at that! When you find the base names there are other issues. For example, Solomon has become both Saul and Shlomo. This makes a base list explode.
