In 1803, Jefferson sent James Monroe to Paris to offer the French $10 million for the purchase of the city of New Orleans. Why was Jefferson so interested in buying this particular city? He wanted to make New Orleans the new capitol of the nation. It would allow American soldiers to move freely through French lands. He felt that New Orleans would add more cultural diversity to America. New Orleans was an important port city with access to the Caribbean.
